The Bloodspeaker Edicts:

The Jade Edict and The Emerald Edict

The Edict of the Emperor has been issued – Rokugan will no longer suffer Bloodspeakers to live even within its darkest shadows. Agents of Toturi III scour the cities of the Empire, while the Wolf and some of the most powerful shugenja in Rokugan deliver the judgement of the Celestial Heavens whenever the traitors are found. But with the might of the Clans diverted to their own interests, even these powerful forces cannot carry out the wishes of the Steel Throne. It will fall to two heroes to renew the courage of the Emperor’s agents and make an example of a Bloodspeaker who thought themselves hidden safely.

 

The winner of the Valence tournament (The Emerald Edict) will have a samurai from his faction learn the identities and location of two Bloodspeakers. The winner of the Kansas City tournament (The Jade Edict) will have a shugenja from his faction strike down the Bloodspeakers in the name of the Empire and for the will of the Celestial Heavens. Both heroes will be sponsored to the Emerald and Jade magistrates, respectively, and become a focal point for the crusade against blood magic in the Empire. If the Nezumi win either prize, they will not be named a Magistrate but instead become a special aide to either Yasuki Hachi or Asahina Sekawa for the same purpose. The identities of the two hunted Bloodspeakers will be determined by the faction of the second place finisher at each tournament (should a Nezumi take second place, a ratling who has pledged to aid Daigotsu or the Shadowlands will instead be destroyed).

 

If the Shadowlands win either prize, the would-be hero will be chosen from the faction finishing second and instead killed in the battle by a Bloodspeaker from his own faction, should the victory be dedicated to Iuchiban. A Shadowlands winner that supports Daigotsu will instead lead a hero from the second place winner’s faction to a Bloodspeaker and ensure they are both destroyed in the conflict. Should the Shadowlands take both victories, the Emperor’s campaign against the Bloodspeakers will suffer a terrible setback just as it is beginning.
